Assessment · NW–34

Achievements, measured.

Not a trophy wall. Six results, each traced from the problem it addressed to what it has changed so far, and to what is still unresolved. Where effects cannot yet be measured, the entry says so.

Health Ministry · 2025–2026

Four legislative results

Laws are the work of many hands: ministry officials, cabinet, coalition groups and both chambers. These entries record what was achieved under her responsibility as minister. None of them belongs to her current office.

Hospital reform adjustment act (KHAG)

  • Enacted
  • In force April 2026

The problem

The 2024 hospital reform, passed under her predecessor, was widely seen by the Länder and hospitals as hard to implement on its timetable, with concerns about basic and emergency care in rural areas.

The response

Adjust rather than repeal: keep the reform's aims of specialisation and quality, change the mechanics.

The policy

Longer transition periods; more scope for states to grant exceptions to quality requirements; the federal budget instead of statutory insurers pays half of the €25 billion transformation fund; service groups cut from 65 to 61.

Implementation

Bundestag 6 March 2026, Bundesrat 27 March 2026, in force April 2026. The Länder now carry the planning decisions.

Impact

Too early to assess. The funding shift moves a burden from contribution payers to the federal budget, which is a change of payer, not a saving.

What remains

Whether exceptions slow the concentration of complex care; the full introduction of the new provision-based remuneration (Vorhaltevergütung) has been postponed to 2030.

Expanded powers for nursing professionals

  • Enacted
  • In force 1 January 2026

The problem

Qualified nurses could not carry out many tasks without a physician's instruction, and documentation absorbed working time in long-term care.

The response

Grant powers according to qualification and cut avoidable paperwork.

The policy

Nurses may independently provide certain services previously reserved to doctors, for example in diabetes, wound care and dementia, graded by qualification.

Implementation

Cabinet 6 August 2025, Bundestag 6 November 2025, Bundesrat 19 December 2025. Detailed scopes depend on follow-up rules and training.

Impact

Too early to assess. Effects on workload, care quality and job attractiveness will only show over years.

What remains

How quickly the new powers are used in practice, and how the professions settle the boundary between medical and nursing tasks.

GKV contribution-rate stabilisation act

  • Enacted
  • Contested

The problem

Statutory health-insurance spending grew faster than the wages on which contributions are levied, pointing to higher rates in 2027.

The response

A savings package based largely on the FinanzKommission Gesundheit, with spending growth tied to wage development.

The policy

Hospital cost increases capped at wage growth minus one point (2027–2029); mandatory second opinions for certain procedures; manufacturer discount raised to 15.5%; higher federal payment for basic-income recipients' care.

Implementation

Passed on 10 July 2026 by 318 votes to 284 with 4 abstentions; the Bundesrat approved it. Implementation lies with her successor.

Impact

Too early to assess. The test is whether contribution rates hold in 2027 and whether care is affected, as critics fear.

What remains

Long-term financing of the GKV, and the strong opposition from doctors, hospitals, psychotherapists and opposition parties. See criticism.

Medical Registers Act — bill

  • Bill · not law

The problem

More than 350 medical registers whose data, she told the Bundestag, lie unconnected side by side, under differing rules.

The response

A federal framework for registers rather than case-by-case rules.

The policy

Uniform quality standards, less reporting bureaucracy for doctors, legal certainty for data use, a register directory.

Implementation

Government bill of 13 May 2026; first reading 21 May 2026; Health Committee hearing 10 June 2026.

Impact

None yet. The achievement is getting a long-discussed framework into parliament.

What remains

Passage, and answers to data-protection objections raised at the hearing.

Political mandates

Two elections won

Not every achievement is a law. Two elections shaped her standing in party and parliament. They follow the same six steps, adapted to an electoral result.

Federal chair of the Frauen Union

May 2025
The problem
The long-serving chair Annette Widmann-Mauz did not stand again; the succession was contested.
The response
A candidacy at the delegates' conference in Reutlingen against Ina Scharrenbach.
The policy
In her address she emphasised, as reported, the need for more female perspectives in politics.
Implementation
Elected with 62.1% to 37.4%; as chair a member of the CDU federal executive.
Impact
Too early to assess in policy terms.
What remains
Combining the party office with a demanding government role.

Direct mandate, Odenwald–Tauber

2021 · 2025
The problem
Her earlier seats depended on the state list: elected 2013, out in 2017, back in December 2018 as a successor.
The response
Standing for the constituency seat of Wahlkreis 276.
The policy
Constituency representation for the Odenwald and Tauber region.
Implementation
Directly elected in 2021, re-elected in 2025.
Impact
A mandate independent of list placement, held through both government offices.
What remains
Constituency work alongside the Chancellery.
